Duties:
The City Manager is appointed by and serves at the pleasure of the Mayor
and City Council. As the Chief Administrative Officer of the City, the
City Manager is directly responsible for the efficient administration
of all city government departments.
The duties and powers of the City Manager include enforcing all laws
and ordinances, and legislation necessary for the operation of the city;
preparing the city's recommended budget; informing the governing body
of the city's financial position; representing the city with other governmental,
private or non-profit agencies and citizens; and other such duties as
may be required by ordinance or resolution of the council.
In fulfilling the above duties, the City Manager is aided by an organization
of nine city departments. The city has a total of 46 employees and is
a full service city.
Biography:
Elmon Lee Garner has held the position of City Manager since
June 23, 1997. Prior to that time, he served as City Manager of Wadley,
Stone Mountain, Loganville and Camilla, Georgia.
Lee is a graduate of Wilson's Mills, N.C. High School, Georgia Military
College, Limestone College and has a Masters of Public Administration
from Brenau University in Gainesville, Georgia. He is retired from the
United States Army, having served 20 years. He is a member of the Board
of Directors of Florida Municipal Power Agency, Florida Municipal Electric
Association, where he also serves as Vice-President, Florida City County
Managers Association, Gadsden County Chamber of Commerce, Secretary
of the Florida Municipal Natural Gas Association, Past President of
the Chattahoochee Rotary Club, Member of the Board of Trustees at the
Chattahoochee First United Methodist Church, Treasurer of the Northwest
Florida League of Cities, Treasurer of the Three Rivers Ministerial
Association, and involved in many other boards and various organizations.
He is married and has four children.
